VISpas
In some places in Zeeland, you need a permit/VISpas if you want to go fishing. This is mainly in the freshwater inland waters and canals. You also need a VISpas in saltwater areas such as het Veerse meer and het Grevelingenmeer
If you have a VISpas, you may also dig for sea bait in the designated digging areas around de Oosterschelde and de Westerschelde

A permit is not required everywhere. You do not need a permit along the coastline. However, you must still comply with the rules. You may only use a maximum of two rods (with a maximum of three hooks).
The beaches north and south of Domburg are part of the fishing zone. In such a fishing zone, there are no restrictions on the number of rods and hooks.
